The Economics Bureau reviews and analyzes electric, gas, water, and wastewater utility cases under the constraints of local, state, and federal laws, and provides recommendations through expert testimony in case proceedings before the Commission. Specifically, the Economics Bureau provides recommendations regarding its evaluation of utility capital structure, return on equity, debt financing, allocation of costs to rate classes, rate design, and various other matters, including, but not limited to, renewable energy, energy efficiency, and transportation electrification.
